Hi Ed!

Wind chill factors in the average wind speed and the outdoor temperature to determine the feel of the temperature in the wind.  This figure can only be accurately calculated below 32°F and wind speeds of 3mph or more.  Feels Like temperatures factors in wind speed, temperatures, and humidity to calculate what the temperature feels like to bare skin.  This can be calculated at any temperature or wind speed.
