new access issue connecting duplicate syn packets

Hello I am having an issue with my new access connecting.  I am unable to add it to the acurite portal.  looking at my firewall I see duplicate syn packets being detected.  I did telnet to the ip 34.199.94.76 on port 443 and was able to receive html.  the seems to be an issue with the intial tcp handshake on the acurite access.  i have reset and rebooted the device multiple times.  below is an output of the duplicate tcp syn 

13:58:06|419002: Duplicate TCP SYN from inside:192.168.1.131/443 to outside:34.199.94.76/443 with different initial sequence number
