new access issue connecting duplicate syn packets

Hello I am having an issue with my new access connecting.  I am unable to add it to the acurite portal.  looking at my firewall I see duplicate syn packets being detected.  I did telnet to the ip on port 443 and was able to receive html.  the seems to be an issue with the intial tcp handshake on the acurite access.  i have reset and rebooted the device multiple times.  below is an output of the duplicate tcp syn
