New Access 09155M quit working has blue light that's bright then dim.

It worked for about a month then quit. It has no Ethernet cable light. I removed the batteries power supply cable and Ethernet cable. The blue light cycles bright and dim about every second. This is NOT a flashing blue light. The blue light starts cycling as soon as power is restored from the batteries. The cycling blue light does not appear with the transformer power applied. I pushed the factory reset button but that did not correct the problem. I removed the device from the Acurite setup and when I re-installed it I was told "Device must be connected and reporting data to claim it. Please make sure the device is connected to your router and the status lights are blinking."
