Mystery item charge

HI Group. I've been racking my brain about a $39.99 charge to my CC on the same day as the order for the new AcuRite Access device to replace my hub (for $54.89).  It's seems this is a fee for data access.   The cost was not included in the access device b/c that would have qualified it for free shipping.  The access fee is not mentioned anywhere, but there are two items listed on the shipment with the same part number but only one tracking number.
Also - telephone support from Acurite is a carefully staged fraud.  I have called many times over the last two days, and waited on hold for extended periods and realized that no one is EVER going to answer the phone.  The call system keeps you updated with your position if the queue, but even at #1 I waited 40 minutes. I only moved up from #3 when other callers hung up.

There is no fee for data access. 

The Access uses your home network to connect to the internet, but there are no data access fees involved.

Ok - then it was a fraud and I will continue to try to get my $39.99 back from AcuRite. They state the cost of the new access device was $39.99 plus tax & shipping. My CC was charged twice on the same day.

It's likely a mistake.  Not fraud.  C'mon.
