I changed cell phones. Now I can't see a device on my dashboard and can't add my device as I get a message saying the device already has an owner.

You have to have your phone's WiFi on and that WiFi must be the one you initially used to set-up your dashboard.

It is not necessary for you to set things up again on a new phone.

All you should do is load the app on your new phone and log into your existing myAcurite account.

Correct, you do not have to set-up a new account, BUT you must have your phone using the initial WiFi that you created the account with.

You may be right. Too many times when you go to log-in to your account from a new device you are presented with a screen that looks like the only way to get in is to "create" an account. Usually, in small print and usual below the screen so you have to scroll down is the link for if you already have an account. Programmers do not live in the real world.

Is this when you type in the MAC (from the sticker)?  You may have been sold a 'return' that was registered.
Remember the numbers are Hexadecimal:  0-9 A-F  only
be sure you are not flipping 2 digits  in the second group .  The first group is always 24C86E, that is the Manufacturers part of the MAC address. The second part is unique per device
