The instructions provided with the bridge lack specificity that could be causing issues with proper setup. After plugging in the internet cable and power, the unit does startup and enters a firmware download phase as described. However, the network status light is very dim and one has to look closely to see that it is on and flashing as described in the instructions. It would be easy to erroneously conclude that it is not working. After a time (greater than 30 min), the status light was more brightly lit, but was not "solid" as described in the instructions. It flashed with an approximate 5 sec on/ 1 sec off cycle. It was not necessary for me to press the "register" button as described in the instructions. Perhaps that was because the new bridge was a replacement unit.
